Permitting and Engineering Division

Notice is given to the public, according to (Chapter 14*) Chapter 10 of Title 129 - Nebraska Air Quality Regulations, for a Class II Operating Permit for West Point Power Plant (FID#06737) for three (3) dual fuel internal combustion engines and a gasoline engine powered air compressor (Standard Industrial Classification code 4911) located at 605 N. Mill Street in West Point, Nebraska. The potential emissions of regulated air pollutants (in tons per year (tpy)) at this facility will be: 1.90 tpy of Particulate Matter (PM), 1.75 tpy of PM ≤ 10 microns (PM10), 1.70 tpy PM ≤ 2.5 microns (PM2.5), 0.05 tpy Sulfur Dioxide, 98 tpy Oxides of Nitrogen, 35.53 tpy Carbon Monoxide, 6.13 tpy Volatile Organic Compounds, 2.44 tpy total HAPs, and 5,008.80 tpy Greenhouse Gases CO2 equivalents (CO2e).

Cuming County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Cuming County is unclassifiable in regard to the state Total Reduced Sulfur (TRS) standards and no TRS emissions are expected from this project. No impact is anticipated on habitat for any rare or threatened species.

The NDEE proposes to issue a Class II Operating Permit with specific conditions, based on Title 129, which authorizes limiting NOx emissions to 98 tpy; limiting the kWh generated to 6,456,901kWh in any twelve (12) consecutive month period, restricting fuel usage to diesel fuel, dual fuel, or gasoline, depending on the engine, and requiring recordkeeping and reporting.

The proposed permit and supporting materials are available for inspection by the public Tuesday, March 7, 2023 through Thursday, April 6, 2023 at the office of the NDEE, 245 Fallbrook Boulevard STE 100, Lincoln, Nebraska, and electronically at http://dee.ne.gov.
