NOTICE OF PERMIT ISSUANCE

The Nebraska Department of Environmental Quality (NDEQ) proposes to reissue with change the National Pollutant Discharge Elimination System (NPDES) permit to Ash Grove Cement Company, 16215 Highway 50, Louisville, NE (NPDES# 0000787; SIC 1422 & 3241). The facility quarries and crushes limestone and is a manufacturer of Portland cement. The discharges of non-contact cooling water, quarry dewatering, storm water runoff and additional minor sources through Outfalls 003, 004, and 007 to Mill Creek, segment LP1-11100 of the Lower Platte River Basin; through Outfalls 006, and 008 to Cedar Creek, segment LP1-10700 of the Lower Platte River Basin; and through Outfall 009 to the Platte River, segment LP1-10000, of the Lower Platte River Basin. The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet and other public information are available for review at NDEQ’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays. A determination to hold a hearing will be based upon factual environmental or regulatory consideration.
