PROPOSED REMEDIAL ACTION DECISION
FORMER AAA WELDING

Notice is hereby given pursuant to Neb. Rev. Stat. § 81-15, 185.01, that the Nebraska Department of Environment and Energy (NDEE) is proposing approval of the Remedial Action Plan (RAP) at the former AAA Welding Facility and adjacent salvage yards located at 1111, 1115, 1121, 1125 N 18th Street and 1726 Nicholas Street part of Section 13, Township 15 North, Range 11 East, Omaha, Douglas County, Nebraska.

Soil at this site has been contaminated as a result of previous operations. The primary contaminants of concern (COCs) are arsenic, lead, and polycyclic aromatic hydrocarbons. All volatile organic compounds detected in soil gas were below the NDEE Voluntary Cleanup Program (VCP) residential Remediation Goal (RG) except 1,3-butadiene, which was measured exactly at the VCP RG in one sample. No COCs were detected in groundwater above laboratory reporting limits.

The NDEE is proposing the following remedial actions:

Excavate and dispose of contaminated soil. Soil will be removed from the site to a depth based on previously identified COCs found during environmental site assessments. At least 2-10 feet of vertical overexcavation and at least 1 foot of horizontal overexcavation will be completed. Following excavation activities, confirmation samples will be collected to ensure the complete removal of impacted soils.
As a precautionary measure, additional soil gas analysis will be conducted concurrent with soil excavation activities to confirm that the 1,3-butadiene concentration has not increased over time. The 1,3-butadiene was detected in a region where no soil excavation is planned.

Any person may receive additional information, submit written comments regarding the proposed actions, or request a public hearing, in writing, on or before February 18, 2022. A request for hearing must state the nature of the issues to be raised and all arguments and factual grounds supporting such position. If the Director grants a public hearing, the hearing will be advertised by public notice at least 30 days prior to its occurrence. Comments and requests should be mailed to:
