Nebraska Department of Environmental Quality
Air Quality Division

Notice is given to the public, according to Chapter 14 of Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue a Class I operating permit to Tallgrass Interstate Gas Transmission, LLC – Albion Compressor Station (FID 1416) for a natural gas pipeline compressor station (Standard Industrial Classification code (4922) located at 2387 240th Avenue, Albion, Boone County, Nebraska. The potential emissions of regulated air pollutants (in tons per year (tpy)) at this facility will be: 2.75 tpy of Particulate Matter (PM), 2.75 tpy of PM ≤ 10 microns (PM10), 2.75 tpy PM ≤ 2.5 microns (PM2.5), 0.40 tpy Sulfur Dioxide, 205.51 tpy Oxides of Nitrogen, 136.96 tpy Carbon Monoxide, 39.62 tpy Volatile Organic Compounds, 2.34 tpy of formaldehyde (largest quantity individual Hazardous Air Pollutant (HAP), 3.37 tpy total HAPs, and 19,354.62 tpy Greenhouse Gases CO2 equivalents (CO2e).

Boone County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Boone County is unclassifiable in regard to the state Total Reduced Sulfur (TRS) standards and no significant impact on these standards is expected from this project. No impact is anticipated on habitat for any rare or threatened species.

The NDEQ proposes to issue a Class I operating permit with specific conditions, based on Title 129, which requires combustion of natural gas in the compressor engines and turbines and emergency generator engine; limits hours of operation of the emergency generator; limits opacity and PM and SOx emissions; requires detailed recordkeeping and reporting; and allows temporary replacement of compressor engines and turbines.

The proposed permit and supporting materials are available for inspection by the public January 23rd, 2019 through February 25th, 2019 at the office of the NDEQ, Suite 400, 1200 "N" Street, Lincoln, Nebraska, and electronically at http://deq.ne.gov . Comments received during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing, the request must state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
