Notice is given to the public, according to Chapter 14 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue construction permits (CP14-022a and CP14-022b) for Concrete Industries, Inc. dba Western Sand and Gravel Company (FID 43335) and Nebco, Inc. dba U-Mix Products Inc. (FID 93075) for an existing sand drying and processing facility (Standard Industrial Classification code 1442) and an existing dry mix concrete facility (Standard Industrial Classification code 3272) located at 330 County Road B, Ashland, Saunders County, Nebraska. The total anticipated emissions of regulated air contaminants in tons per year (tpy) due to the construction of the existing dry mix concrete facility and the existing dry mix concrete operations at this facility will be: 33.36 tpy of Particulate Matter (PM); 20.421 tpy of PM ≤ 10 microns (PM10); 17.12 tpy PM ≤ 2.5 microns (PM2.5); 0.01 tpy Sulfur Dioxide; 1.99 tpy Oxides of Nitrogen; 1.67 tpy Carbon Monoxide; 0.11 tpy Volatile Organic Compounds; and 0.05 tpy total HAPs.

Saunders County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. No impact is anticipated on habitat for any rare or threatened species.

The Department proposes to issue a construction permit with specific conditions, based on Title 129, which restricts public access to the site; establishes particulate matter and opacity limitations for the aggregate handling and storage equipment, the sand dryer, the silos and sand handling, and the scale/mixer/packaging operations; requires cyclone on the sand dryer; limits annual hours of operation for the sand dryer; requires baghouses on the silos, scale, mixer, and packaging operations for the concrete batch equipment; limits the annual amount of dry mix concrete produced; specifies operation, maintenance, and monitoring requirements; and specifies recordkeeping and reporting requirements.



The proposed permit and supporting materials are available June 8, 2017 through July 10, 2017 at the NDEQ, Suite 400, 1200 "N" Street, Lincoln, Nebraska, and electronically at http://deq.ne.gov. Comments received by the Department during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
