Notice is given to the public, according to Chapter 14 of Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue a Class II operating permit to Stuart Municipal Power Plant (FID# 26807) for the operation of four (4) reciprocating internal combustion engines (RICE) (Standard Industrial Classification code {4911}) located at 111 W. 2nd Street, Stuart, Nebraska. The potential emissions of regulated air pollutants (in tons per year (tpy)) at this facility will be: 1.90 tpy of Particulate Matter (PM), 1.75 tpy of PM ≤ 10 microns (PM10), 1.70 tpy PM ≤ 2.5 microns (PM2.5), 0.25 tpy Sulfur Dioxide, < 98 tpy Oxides of Nitrogen, 0.17 tpy Carbon Monoxide, 6.13 tpy Volatile Organic Compounds, 0.076 tpy of Methanol (largest quantity individual Hazardous Air Pollutant (HAP), 0.24 tpy total HAPs, and 52.62 tpy Greenhouse Gases CO2 equivalents (CO2e).
Holt County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Holt County is unclassifiable in regard to the state Total Reduced Sulfur (TRS) standards and no significant impact on these standards is expected from this project. No impact is anticipated on habitat for any rare or threatened species.
The NDEQ proposes to issue Class II operating permit with specific conditions, based on Title 129, which: requires compliance with NESHAP Subpart ZZZZ, limits NOx emissions to <98 tpy through kWh production limits, restricts fuel usage to diesel fuel, and requires recordkeeping and reporting to demonstrate compliance.
The proposed permit and supporting materials are available for inspection by the public {Beginning Date-Admin Asst will add}December 20, 2018 through January 21, 2018 at the office of the NDEQ, Suite 400, 1200 "N" Street, Lincoln, Nebraska, and electronically at http://deq.ne.gov. Comments received during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing, the request must state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
