NOTICE OF PUBLIC INFORMATION SESSION AND PUBLIC HEARING



Notice is hereby given that the Nebraska Department of Environment and Energy (NDEE) proposes to issue the National Pollutant Discharge Elimination System (NPDES) permit for AltEn, LLC, 1344 County Road 10, Mead NE (NPDES# NE0139882). Notice is also hereby given pursuant to the Nebraska Department of Environment and Energy (NDEE) Title 119, Rules and Regulations Pertaining to the Issuance of Permits Under the National Pollutant Discharge Elimination System, Chapter 23 006.06, Public Notice of Hearing, that the NDEE, NPDES and State Permits Section will be conducting a public hearing on December 14, 2022, beginning at 7:00 PM Central Time (CT) or immediately after the public hearing for the proposed wastewater Remedial Action Plan, at the Mead High School gym, 114 N Vine Street, Mead, Nebraska. The purpose of the hearing is to receive testimony and evidence regarding the proposed permit NPDES Permit number NE0139882 in accordance with NDEE Title 119 and in accordance with NDEE Title 115, Rules of Practice and Procedure.

NDEE is also hosting a public information session. The public information session begins at 5:00 P.M. Central Time (CT) on December 14, 2022, at the Mead High School gym, 114 N Vine Street, Mead, Nebraska. The session will end at 6:00 P.M. Central Time in prior to the public hearing for the proposed wastewater Remedial Action Plan public hearing. The public information session will provide information regarding the proposed permit and industrial storm water. The facility is a former denatured ethanol producer. Operations at the site primarily consist of remediation and treatment of wastewater and solids. The proposed permit would require industrial storm water conditions that are consistent with the requirements of Department regulations. The facility is proposed to be authorized to discharge industrial storm water to an undesignated tributary of Clear Creek in the Lower Platte River Basin.

The draft permit, fact sheet, and other public information are available for review and copying at NDEE’s Lincoln Office, 245 Fallbrook Boulevard, Lincoln, Nebraska 68521 between 8:00 a.m. and 5:00 p.m. (CT), weekdays, excluding holidays. To request copies of the draft permit and other information, call 402-471-3557. A copy of this permit and fact sheet are also available on the Department’s website at http://dee.ne.gov/.

All interested persons may attend and testify orally or by written submission at the public hearing. Interested persons may also submit written comments by mail addressed to: NPDES and State Permits Section, Nebraska Department of Environment and Energy, PO Box 98922, Lincoln, NE 68509-8922 on or before December 13, 2022.
