PUBLIC NOTICE

Notice is given to the public, according to Chapter 14 of Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue a Class II operating permit to Swift Beef Company (FID# 24352) for a meat slaughter and packaging facility (Standard Industrial Classification code 2011) located at 555 Stuhr Road in Grand Island, Nebraska. The potential emissions of regulated air pollutants (in tons per year (tpy)) at this facility will be: 35.75 tpy of Particulate Matter (PM), 28.05 tpy of PM ≤ 10 microns (PM10), 26.27 tpy PM ≤ 2.5 microns (PM2.5), < 99 tpy Sulfur Dioxide, < 84 tpy Oxides of Nitrogen, < 87 tpy Carbon Monoxide, 24.01 tpy Volatile Organic Compounds, 2.06 tpy of Hexane (largest quantity individual Hazardous Air Pollutant (HAP), 2.26 tpy total HAPs, and < 82,000 tpy Greenhouse Gases CO2 equivalents (CO2e).

Hall County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Hall County is unclassifiable in regard to the state Total Reduced Sulfur (TRS) standards and no TRS emissions are expected from this project. No impact is anticipated on habitat for any rare or threatened species.

The NDEQ proposes to issue a Class II operating permit with specific conditions, based on Title 129, which authorizes and limits emissions of NOx, SOx, CO and CO2e to less than major source thresholds; Specify equations and emission factors to use in emissions calculations for limited pollutants; Provide an alternative operating scenario that may be exercised for three boilers; Specify the fuels that can be combusted in all combustion equipment; Require control equipment for certain emission units; Require monitoring and performance testing for certain emission points; Require compliance with applicable federal and state regulations; and Require detailed recordkeeping and reporting.

The proposed permit and supporting materials are available for inspection by the public September 28, 2018 through October 29, 2018 at the office of the NDEQ, Suite 400, 1200 "N" Street, Lincoln, Nebraska, and electronically at http://deq.ne.gov. Comments received during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing, the request must state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
