Notice is given to the public, according to Chapter 14 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue an air construction permit to Omaha Papillion Creek Wastewater Treatment Plant (FID 57789), a wastewater treatment facility (Standard Industrial Classification code 4952 – Sewerage Systems) located at 15705 Harlan Lewis Road, Bellevue, Sarpy County, Nebraska. The anticipated change in emissions of regulated air contaminants in tons per year (tpy) due to the proposed construction at this facility will be: 0.82 tpy of Particulate Matter (PM); 0.82 tpy of PM ≤ 10 microns (PM10); 0.81 tpy PM ≤ 2.5 microns (PM2.5); 10.19 tpy Sulfur Dioxide; -81.64 tpy Oxides of Nitrogen; 72.54 tpy Carbon Monoxide; 23.39 tpy Volatile Organic Compounds; 0.64 tpy of Formaldehyde; 0.93 tpy total Hazardous Air Pollutants (HAP); and -9,412 tpy Greenhouse Gases CO2 equivalents (CO2e).

Sarpy County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Sarpy County is unclassifiable in regard to the state Total Reduced Sulfur (TRS) standards and no significant TRS emissions are expected from this project. No impact is anticipated on habitat for any rare or threatened species.

The Department proposes to issue a construction permit with specific conditions, based on Title 129, which permits the construction of a new membrane gas conditioning system, four new energy recovery engines, a new digester gas flare, six make-up air units, and five space heaters; and the removal of three existing energy recovery engines and a flare.

The proposed permit and supporting materials are available Wednesday, August 10, 2022 through Friday, September 9, 2022 at the NDEE, 245 Fallbrook Blvd Suite 100, Lincoln, Nebraska, and electronically at http://dee.ne.gov. Only comments received by the Department during this period on new and significantly revised conditions to the previous construction permit(s) will be considered. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
