for Clean Harbors Environmental Services Delisted Waste Landfill
under consideration by the
Nebraska Department of Environmental Quality
PUBLIC NOTICE is given in accordance with Title 132 - Integrated Solid Waste Management Regulations, Chapter 2, §011, that the Nebraska Department of Environmental Quality (NDEQ) has received an application to renew the permit of Clean Harbors Environmental Services Delisted Waste Landfill. After review of the permit application, a preliminary determination has been made to recommend renewal of the permit. The term of the permit shall be November 18, 2018 through November 17, 2023.
FACILITY DESCRIPTION. The permit allows the operation of an existing delisted waste landfill under Nebraska's solid waste management laws and regulations. The delisted waste disposal area shall dispose of delisted waste which is hazardous waste which has been delisted pursuant to the procedures outlined in Title 128 – Nebraska Hazardous Waste Regulations.
FACILITY LOCATION. The property is located at 2247 South Highway 71, Kimball, NE which is approximately 5 ½ miles south of Kimball on Highway 71, between Roads 22 and 24 on the east side of the road. The legal description of Clean Harbors Delisted Waste Landfill is Section 29 Township 14 North Range 55 West of the 6th Principal Meridian Kimball County, Nebraska.
OPPORTUNITY FOR PUBLIC COMMENT AND HEARING. The public may submit written comments and may also request a public hearing on the permitting decision. A request for a hearing must be made in writing and state the issues proposed for discussion and their relation to the proposed permit renewal. The NDEQ will make a final decision to renew or deny the permit based on the permit application, the compliance status of Clean Harbors Environmental Services Delisted Waste Landfill, and public comment received. NDEQ will publish notice of the final decision and notify the applicant and other interested persons.
COMMENT PERIOD. All comments or requests for a hearing must be postmarked by September 9, 2018.
