PUBLIC NOTICE

Notice is given to the public, according to Chapter 14 of Title 129 - Nebraska Air Quality Regulations, for a Class I operating permit for City of Hastings Utilities, North Denver Station, FID #55721, a municipal power plant operating two natural gas external combustion boilers (Standard Industrial Classification code 4911) located at 1228 North Denver, Hastings, Adams County, NE 68901. The potential emissions of regulated air pollutants (in tons per year (tpy)) at this facility will be: 36.56 tpy of Particulate Matter (PM), 35.16 tpy of PM ≤ 10 microns (PM10), 34.32 tpy PM ≤ 2.5 microns (PM2.5), 1,236 tpy Sulfur Dioxide, 655.61 tpy Oxides of Nitrogen, 196.44 tpy Carbon Monoxide, 12.87 tpy Volatile Organic Compounds, 4.21 tpy of Hexane (largest quantity individual Hazardous Air Pollutant (HAP), 5.08 tpy total HAPs, and 390,673 tpy Greenhouse Gases CO2 equivalents (CO2e).

Adams County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Adams County is unclassifiable in regard to the state Total Reduced Sulfur (TRS) standards and no TRS emissions are expected from this project. No impact is anticipated on habitat for any rare or threatened species.

The NDEQ proposes to issue a Class I operating permit with specific conditions, based on Title 129, which authorizes to: Limit the External Combustion Boilers (EP-4, EP-5) to combust diesel fuel and/or natural gas only; Limit emissions of sulfur oxides to no more than two and one half (2.5) pounds per million Btu, maximum 2-hour average; Limit the opacity of visible emissions from the facility to less than twenty percent (20%) per Title 129, Chapter 20; Limit PM emissions according to Title 129, Chapter 20 Section 002; Require recordkeeping and reporting.



The proposed permit and supporting materials are available for inspection by the public March 20, 2017 through April 19, 2017 at the Hastings Public Library, at the office of the NDEQ, Suite 400, 1200 "N" Street, Lincoln, Nebraska, and electronically at http://deq.ne.gov. Comments received during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing, the request must state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.

Within 60 days after the US Environmental Protection Agency Administrator review, persons may petition the Administrator to object to the issuance of the proposed permit. Any such petition shall be based only on objections to the permit that were raised with reasonable specificity during the 30-day comment period, unless the petitioner demonstrates that it was not practicable to raise such objection within such period.
