Notice is given to the public, according to Chapter 14 of Title 129 - Nebraska Air Quality Regulations, for a Class I operating permit for C. W. Burdick Generating Station (Facility ID 54712), an electrical generation power plant located at 800 E. Bischeld Street, Grand Island, Hall County, Nebraska. The potential emissions of regulated air pollutants (in tons per year (tpy)) at this facility will be: 87.64 tpy of Particulate Matter (PM), 80.91 tpy of PM ≤ 10 microns (PM10), 74.72 tpy PM ≤ 2.5 microns (PM2.5), 75.47 tpy Sulfur Dioxide, 1,841.67 tpy Oxides of Nitrogen, 421.62 tpy Carbon Monoxide, 31.64 tpy Volatile Organic Compounds, 4.88 tpy of Hexane, 9.83 tpy total HAPs, and 980,024.38 tpy Greenhouse Gases CO2 equivalents (CO2e).

Hall County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Hall County is unclassifiable in regard to the state Total Reduced Sulfur (TRS) standards and no TRS emissions are expected from this project. No impact is anticipated on habitat for any rare or threatened species.

The NDEQ proposes to issue a Class I operating permit with specific conditions, based on Title 129, which restrict fuel burned at the source to natural gas and distillate oil; incorporate best available control technology (BACT) limits for combustion turbines GT-2 and GT-3; require the use of dry low-NOx combustors when combusting natural gas and water injection when combusting fuel oil from combustion turbines GT-2 and GT-3; incorporate all applicable NSPS and NESHAP requirements; require the permittee to comply with the applicable Acid Rain provisions for combustion turbines GT-2 and GT-3 and for the boiler, B-3; and require appropriate monitoring, recordkeeping, and reporting to comply with the provisions of the permit.

The proposed permit and supporting materials are available for inspection by the public May 12, 2017 through June 12, 2017 at the Grand Island Public Library, at the office of the NDEQ, Suite 400, 1200 "N" Street, Lincoln, Nebraska, and electronically at http://deq.ne.gov. Comments received during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing, the request must state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.

Within 60 days after the US Environmental Protection Agency Administrator review, persons may petition the Administrator to object to the issuance of the proposed permit. Any such petition shall be based only on objections to the permit that were raised with reasonable specificity during the 30-day comment period, unless the petitioner demonstrates that it was not practicable to raise such objection within such period. Burdick Generating Station (FID 54712) to include sulfur dioxide (SO2) emission requirements for the operation of two natural gas/distillate fuel oil fired combustion turbines and one natural gas/distillate fuel oil fired boiler for electrical generation located at 800 E Bischeld Street, Grand Island, Nebraska.

Although no allowances were allocated by the USEPA to the C.W. Burdick Generating Station, the number of allowances actually held by an affected source in a unit account may differ from the number allocated because they can be bought, sold or traded. This does not necessitate a revision to the unit SO2 allowance allocations identified in this permit.

The NDEQ proposes to issue an Acid Rain permit with specific conditions, which states standard requirements that apply to the combustion turbines and boiler and the compliance option chosen by C.W. Burdick Generating Station, which is to hold allowances equal to or greater than the total amount of SO2 emitted in tons. An allowance in the Acid Rain Program is equal to one ton of SO2 emitted. The term of the proposed permit renewal is five years.
