NOTICE OF PERMIT ISSUANCE

The Nebraska Department of Environmental Quality (NDEQ) proposes to reissue with change the Nebraska Pretreatment Program (NPP) permit for Lincoln Electric System, Terry Bundy Generating Station (TBGS), 7707 Bluff Rd., Lincoln, NE (NPP# NE0133191; SIC 4911) a combined cycle power generation plant that employs both combustion turbines and steam turbines to produce electricity during periods of peak demand. Cooling tower blowdown, water treatment process wastewater, sanitary wastes, and miscellaneous service water discharges from the retention pond through Outfall 001 to Salt Creek, Segment LP2-20000 in the Lower Platte River Basin, via the City of Lincoln Northeast Water Resource Recovery Facility. Steam cycle cooling tower blowdown internally discharges through Outfall 004 to the wastewater retention pond. Categorical discharge of chemical metal cleaning wastes internally discharge through Outfall 005 to the wastewater retention pond. The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet and other public information are available for review at NDEQ’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays.
