PUBLIC NOTICE

Notice is given to the public, according to Chapter 10 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue an air construction permit to City of Kimball (FID 58348) for the replacement of existing engines at the municipal power plant (Standard Industrial Classification code 4911) located at 100 S Howard St, Kimball, NE. The anticipated change in emissions of regulated air contaminants in tons per year (tpy) due to the proposed construction at this facility will be: 1.36 tpy of Particulate Matter (PM); 1.11 tpy of PM ≤ 10 microns (PM10); 1.10 tpy PM ≤ 2.5 microns (PM2.5); -3.6*10-3 tpy Sulfur Dioxide; -27.72 tpy Carbon Monoxide; -2.87 tpy Volatile Organic Compounds; -0.04 tpy of Propylene; and -2.39 tpy total Hazardous Air Pollutants (HAP).

Kimball County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. No impact is anticipated on habitat for any rare or threatened species.

The Department proposes to issue a construction permit with specific conditions, based on Title 129, which permits the construction of four compression ignition (CI) reciprocating internal combustion engines (RICE) each controlled by an oxidation catalyst, four 300-gallon diesel tanks, and the decommissioning of six existing CI RICE. This permit also restricts the facilities operation based on total kilowatt hours generated per year.

The proposed permit and supporting materials are available Tuesday, July 2nd, 2024 through Friday, August 2nd, 2024 at the NDEE, 245 Fallbrook Blvd, Suite 100, Lincoln, Nebraska, and electronically at http://dee.ne.gov. Comments received by the Department during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
