COVID-19 Protocol for In-Person Testing Events

This document provides standard protocols for NDEE staff and exam candidates for use during wastewater operator certification testing events.

General COVID-19 Related Procedures
(See NDEE Operations Plan (6/10/2020), and the NDEE Approved Travel Guidance COVID-19 (6/10/2020), for general travel and worksite procedures.)
NDEE Proctor Responsibilities:
  • Proctor will provide all scheduled candidates a copy of this protocol, a COVID-19 Fact Sheet, and an email confirmation that they are registered for testing event.
  • Proctors will wear masks while administering exams, as well as gloves when handling all materials provided to candidates, or collecting materials from candidates.
  • Proctors who exhibit COVID-19 Symptoms within 14 days prior to the schedule testing date or have been in contact with someone who has testing positive for COVID-19 within 14 days prior to testing date, will not be allowed to administer exam.
  • Proctor is responsible to ensure only pre-registered candidates are permitted at the testing site.
  • No walk-ins will be permitted.
Candidate Responsibilities:
  • Candidates must pre-register for testing events; no walk-ins will be permitted.
  • Candidates must wear masks during the exam.
  • Candidates must provide their own masks.
  • Candidates having exhibited COVID-19 symptoms within 14 days prior to the schedule testing date or have been in contact with someone who has testing positive for COVID-19 within 14 days prior to testing date, will not be allowed to take exam as scheduled.
  • Candidates are responsible to provide their own pencils, calculator and eraser.
  • Mobile phones with calculators will not be allowed during testing.
Testing Site:

General:
  • Proctored exams will be administered at established facilities and outside of NDEE staff workspace.
  • The number of candidates will be based upon the pre-determined space available at the testing site.
  • Candidates are not to enter the testing room more than 10 minutes prior to the scheduled start time.
  • Candidates should not arrive at the testing site any earlier than necessary.
  • Weather permitting, candidates should remain outside the facility until allowed to enter the testing room. Candidates may enter the building early to use the restroom, if permitted by the facility.
Testing Room:
  • Access to testing room will be limited to proctor and scheduled candidates for the duration of the exam session.
  • The Exam room will be sanitized the day of the examination, prior to candidate arrival. If multiple testing sessions are proctored on the same day, the room is to be sanitized between each session.
  • Testing room will be configured to ensure a minimum six feet of distance is maintained between all individuals in testing room.
  • Exam room configuration should allow examinees and the proctor the ability to move freely without contacting others.
  • Proctor will confirm candidate‚Äôs health/exposure status prior to admittance into the exam room.
  • Candidates will not enter the room until permitted to do so by the proctor.
  • Proctor will assign seats as candidates enter the testing room.
  • Candidates will enter and exit the exam room one-by-one to minimize contact with other individuals.
Restrooms:
  • Candidates & proctors will maintain social distancing, and/or mask usage during restroom breaks.
Testing Procedures:

Test Booklet Preparation
  • Proctor will assemble exam packets, wearing mask and gloves a minimum of 72 hours prior to scheduled exam.
  • Exam packets will include all testing materials includes two sharpened pencils.
Test Booklet Distribution & Collection
  • Proctor will place exam packets for each candidate, at assigned seats, prior to candidates entering the exam room.
  • Candidates will return all exam materials to the envelope, and seal envelope.
  • Candidates will place completed exam packets in a designated box before leaving the exam room.

NDEE contracts with the Association of Boards of Certification (ABC) to provide legally defensible and nationally accredited wastewater operator certification exams.
