- The total of all loading racks at a bulk gasoline terminal that delivers liquid product into gasoline tank trucks, that commence construction or modification after Dec 17, 1980.
Replacement of components at an existing facility before Aug 18, 1983 in order to comply with any emission standard is not considered a reconstruction. |
