Applicability:
eCFR Subpart Y

This subpart applies to:
Marine tank vessel loading operations.
Not subject to this subpart:
Loading operations of commodities with vapor pressures less than 10.3 kPa at standard temperature and pressure.
Loading operations located at existing offshore loading terminals.
Ballasting operations.
Partial Exemptions**:
Existing Area Sources* are not subject to emission standards.
Sources with throughputs less than 10 M barrels and 200 M barrels are not subject to emission standards.
Loading operations where emissions are reduced by using a vapor balancing system are only subject to vapor collection system, ship-to-shore compatibility, and vapor tightness requirements.
Loading operations contiguous with refinery operations subject to
NESHAP CC
.
Loading operations with benzene emissions subject to
Part 61 NESHAP BB
.
Loading operations at loading berths that only transfer liquids containing organic HAP as impurities.
**Certain rule requirements may still apply. Please see the rule text for full details.
*Area Sources emit or have the potential to emit:
< 10 tons/year of any single HAP;
or
< 25 tons/year of total HAPs.
Major Sources emit more than Area Sources.
