Oil & Natural Gas Production Facilities -  Subpart HH

Applicability: eCFR Subpart HH [ecfr.gov]

This subpart applies to:
  1. Major and Area Sources of HAPs* that:
    1. Process, upgrade, or store hydrocarbon liquids; or
    2. Process, upgrade, or store natural gas prior to the point at which it enters the natural gas transmission and storage source category or is delivered to a final end user.
Affected sources:
  1. At Major Sources:
    1. Glycol dehydration units;
    2. Storage vessels with the potential for flash emissions;
    3. All ancillary equipment (except compressors), located at natural gas processing plants, intended to operate in volatile HAP service;
    4. Compressors, located at natural gas processing plants, intended to operate in volatile HAP service.
  2. At Area Sources:
    1. Triethylene glycol (TEG) dehydration units.

*Major Sources of HAPs emit or have the potential to emit:
  • ≥ 10 tons/year of any single HAP; or
  • ≥ 25 tons/year of total HAPs.
  • Area Sources emit less than Major Sources.

Partial Exemptions**:
  1. Facilities that exclusively process, store, or transfer black oil;
  2. Major Source facilities with actual annual average natural gas and hydrocarbon throughputs of less than 18,400 standard m3/day and 39,700 liters/day, respectively, prior to the point of custody transfer.
