Applicability: |
eCFR Subpart HHH [ecfr.gov]
This subpart applies to:
- Sources that are Major Sources of HAPs* and transport or store natural gas prior to entering the pipeline to a local distribution company or final end user.
Affected sources:
- Large glycol dehydration units;
- Small glycol dehydration units.
*Major Sources of HAPs emit or have the potential to emit:
- ≥ 10 tons/year of any single HAP; or
- ≥ 25 tons/year of total HAPs.
- Area Sources emit less than Major Sources.
Not subject to this subpart:
- Sources that do not contain glycol dehydration units.
Partial Exemption:
- A facility with a facilitywide actual annual average natural gas throughput < 28.3 thousand standard cubic meters per day, where glycol dehydration units are the only HAP emission source, is not subject to the requirements of this subpart.
- Records shall be maintained as required in §63.10(b)(3).

Important Dates: |
Source Classification
- For small GDUs only
- Existing = commenced construction on or before Aug 23, 2011
- New = commenced construction after Aug 23, 2011
- Large GDUs are not separated into New or Existing sources by date.
Initial Notification
- Must be submitted by June 17, 2000 or within 1 year of becoming subject to this subpart, whichever is later.
- Existing small GDUs:
- Must submit by Oct 15, 2013 or within 1 year of becoming subject to this subpart, whichever is later.
Compliance Dates
- For GDUs that commenced construction or reconstruction before Feb 6, 1998:
- Must comply by June 17, 2002
- Area Sources that become Major Sources must comply within 3 years of becoming Major.
- For GDUs that commenced construction or reconstruction on or after Feb 6, 1998:
- Must comply upon startup or by June 17, 1999, whichever is later.
- Area Sources that become Major Sources must comply immediately upon becoming Major.
- Existing small GDUs = Must comply by Oct 15, 2015
- New small GDUs = Comply upon startup or by Oct 15, 2012, whichever is later.
Notice of Intent to Test
Compliance Status Notification
- Within 180 days of compliance date
Compliance Reports
- Semi-annual
- Due 60 days after the end of the applicable reporting period
- First report
- Must cover 6-month period beginning with Compliance Status Notification
- Due 240 days after Compliance Status Notification
- Subsequent reports every 6 months thereafter
